Evaluation of the Heinz Endowments' Children, Families and Youth Program Grantmaking Strategy

Project Description
In 1999, Harvard Family Research Project was funded by the Heinz Endowments' Children, Youth & Families Program to assist them with planning and evaluation of a strategy aimed at the development of a quality and comprehensive system of early care and education for children from birth through age eight and their families.

HFRP provides the Endowments with information on emerging national trends and best practices in the early care and education arena and applies its strategic planning experience to help guide the direction of this emerging philanthropic strategy. HFRP also advises the Endowments in the development of evaluation approaches that address the complexity of a large-scale grantmaking strategy.

Activities include facilitation of internal cross-program area strategic planning sessions, development of mechanisms to increase foundation learning (i.e., for grantee reporting), documentation of initial strategy implementation, and the development of program and policy recommendations in the areas of early childhood care and education, family support, strategic communications, and family involvement.
